The Water Forum is pleased to present its Business Strategy Annual Review for Fiscal Year 2023-24. The review highlights the progress made over the past fiscal year toward the goals set in the Business Strategy (2022-2030), which guides Water Forum operations through the conclusion of the original Water Forum Agreement in 2030.
The strategy describes the implementation of core programs in habitat management, flows and operations, science and monitoring, communications, and administration of the Water Forum Successor Effort amid ongoing negotiations to renew the original Water Forum Agreement.

Water Forum 2.0: Charting a Path Forward
This year, the Water Forum is on track to finalize the Water Forum 2.0 Agreement, with significant momentum and over $1 million invested by water purveyors. Achievements include reaching agreement on guiding principles and program elements and initiating outreach to local leaders.
Habitat Enhancement: Investing in Our Ecosystem
The Water Forum submitted grant applications totaling $11 million, including federal funds and matching contributions, and continued its work to enhance habitat along the Lower American River in 2023 at Upper River Bend near Ancil Hoffman Park.
Flows and Operations: Providing Regional Expertise
Regular meetings and collaborations promoted informed decisions on river flows and reservoir operations, supporting both environmental needs and water supply reliability.
Science and Monitoring: Leveraging Data for Sustainable Practices
The Water Forum’s science program advanced multiple studies and cutting-edge techniques to assess habitat effectiveness and promote data-driven decision-making on the Lower American River.
Communication and Outreach: Engaging Our Community
The Water Forum continued to engage stakeholders to highlight and build support for our ongoing habitat work, as well as showcase the contributions of members and partners.
Administration: Strengthening Operational Efficiency
The Water Forum formalized a partnership with the City of Sacramento Department of Utilities, enhancing administrative and financial services.
